A standoff in Dubuque Tuesday afternoon, prompted the lockdown of two area elementary schools.

The incident started at about 2:45pm Tuesday, when 26-year-old Robert Dettbarn of Dyersville was pulled over in a traffic stop in Dubuque. Dettbarn, who had reportedly had a gun, ran from his vehicle in the area of 25th Street and Washington Street.

The standoff took place when Dettbarn was standing in a driveway at a residence on White Street. During the confrontation, two nearby Dubuque School district elementary schools, Fulton Elementary and Holy Ghost Elementary, were locked down as a precaution.

Dettbarn eventually surrendered 2 hours later at about 4:45pm; he was first taken to a local hospital to be evaluated, then put in jail.

Charges against Dettbarn include warrants for burglary, child endangerment, and domestic assault; other charges are pending.

Two other people in the car with Dettbarn were arrested; they are identified as the driver, Nicole White of Lancaster, Wisconsin, charged with OWI. Another passenger, Michael Sheckles of Dubuque, was taken into custody for Interference with Official Acts.
